I think the cost may be just barely too low. I would raise the cost of the upped to 4 instead of three. If you have 33  then you have the equivalent of a RoF.

this is a cool card great for earth stall go crazy on earth towers and have dragons and ss with 100s of quanta good for stopping rushes if you get 40-50 quanta fast

We already have a bolt-like card for Earth(Stone Skin)... and this type of modification has been suggested for Thunderstorm, so i'd much rather have the Thunderstorm change than this idea becoming Air.

I don't think there is any other way to change this without changing the whole "Sandstorm" theme. sorry. :/

What about:
"All creatures take 1 damage for every 15 combined and you own and 1 turn of stun for every 15 you own."

It works in all elements typically associated with "sand" and "sandstorms" and adds a mass stun, which is currently not part of the game.
Should just barely fit. Checked it on the card image builder.
