This is another card where the unupgraded version functions much differently to the upgraded. The unupgraded Thunderbird gives powerful creature control/direct damage, while the upgraded Minor Thunderbird gives Air a cheap, rushable creature. It is obviously based heavily on Phoenix|Minor Phoenix, a mythological bird already in Elements.
I'm not sure whether Electrical should be an active or passive ability, but I'm thinking active.

Electrical should be a passive ability.  It's an effect of the creature dying, not controllable in any way.

And 5 damage on a stick, even cross element, is too much.

I don't really like the unupped version of this card.  It is either a very efficient rusher or a replacement for Eagle's Eye, which doesn't seem like it can be easily balanced without being overpowered.  It's also somewhat unoriginal, in my opinion. 

However, I feel that the upped version is a good idea, a good way to get some retribution when your creature is killed.

perhaps it does a thunderstorm effect if it is killed?
making EE and thunderstorm more effective imo
while taking the death effect idea from phoenix is nice here, I don't think you should try and replicate a it's stats
