Okay, I got Fog Shield 2x in a row, and it won't allow me to start a new deck since the new oracle card matches the current arena deck oracle card. Is this intentional?

You still have the problem of the "aging" of your deck

Also the refresh of a knocked out deck for perhaps a better idea.
