As an uber-cheap spell, it's not really UP.  This can be run with Time mark in a deck of another color, and unlike Mitosis, you can be 100% sure of duplication... of course, you are limited to six duplicates, and it's the Mitosis kind of duplicate, not the Parallel kind.

I can see this being quite powerful when coupled with Scarabs.

One aspect that may need to be looked at is the fact that you actually pay three creatures' quantum cost for two creatures.  Not a huge issue, though.

I'm sure this is powerful enough, OT... not only Scarabs, but Vampires, Chargers, Otyughs, Wardens in a Graboid deck, etc. etc.  Part of the difficulty in playing PU is that the cost is so high, you have to prepare for crazy kinds of quantum production in Aether with any combo.  This can be imported to nearly any deck.  It allows you to play a Time mark and see any creature you've drawn twice, pre-empting CC.

It acts exactly like Reverse Time/Rewind with more added to it, but it costs the same?  If anything this card is OP for the price.  I can just envision a GotP/Nightmare deck with Devourers and this card.

It rewinds one of your creatures, typically a suboptimal usage of rewind.

maybe just up the cost to 3 :time  and 2 :time to make it so rewind isnt made useless.

It rewinds to the deck and adds a copy to the hand (which as you noted would be playable immediately). My post was in reply to the person that was claiming it was Rewind+. A friendly only rewind is weaker than a normal rewind which can target either but as you noted it is still worth something.

maybe if we increased cost to 4|3 and instead of giving 1 copy, it gives 2. what about this option? it still makes rewind a viable card
