its a pretty good idea actually. Just like you said Pc but not actually destroying the permanent. Sounds like a good idea but it would take so many to fill up your opponent's permanent slots. there are 10-15 aren't there?

16 non weapon/shield slots, but each Seedling lasts for 3 turns; permanent Seedlings for that cheap seemed a little mean haha

right so 1 usang can create 3 seedlings without having one disapear so it would take 6 usangs to fill all the slots completely( 5 make 3 seedlings and the 6th one makes 1) then again 5 since 1 will be used for pillars most likely. Anyway im looking at the card and its not affected by paradox good, and decent quanta damage ratio,

p.s so card curators don't bug you fixed the unnuped cost it should be 5 :life and not 5 :Life

I'm not really sure how much the terms "dies" befits a permanent, but anyway.
So this is basically to clog the enemies permanent slots. I like the idea. It feels like life's very own way to deal with the matter.
However, I don't think the unupped version is too useful. Every seedling dies in 3 turns and you have (correct me if I am wrong) 13 ok, 16 permanent slots. You need 4 seedlings a turn and four Usangs to limit the number of permanents to 4 (4 will quite likely be there before you set up the combo anyway). 8 earth quanta per round is probably more than I'd be willing to pay, considering that this won't work against weapons and shields (other than normal PC) and is weak against CC. The upped version seems fine, maybe still slightly underpowered? I'd either go for 4 rounds all the way or reduce the unupped one's ability cost.
That being said, a very nice and creative idea.

I think the card is a good idea, it's an unusual mechanic as well - Yay, no redundancy!

Most elements want a lot of permanents especially ones that rely on things like Hourglass, SoG, and Sundial. This card makes a good counter to permanent-only decks like these by limiting the amount of cards that can be played and being a decent creature at the same time.

It should be balanced as it is.

for me.  3 turn is a bit less to control your opponent permanent board.   i'm can't remember how many permanent slot.  but around 10-20.   seeding that disapear in 3 turn is not enough to PC.   or else lower it cost or even make it be multiple time per turn skill.  :P

but i'm like it.  what a great idea   ;D

Edit: Upgraded Seedling now lasts for 4 turns; that's a 7 to 8 turn permanent lock down if you were to add one Usang after the other each turn, or 4 turn lock down if you were to play four Usang on one turn and kept the upkeep.
