If a card requires a specific 2 card combo and neither card has more than 2 options it is too situational.
At 1,3 this barely passes the minimum threshold.
(Devoian Age, Skeleton or Boneyard or Mummy)

Yes, but Skeleton are fairly easy to generate, so it's not that situational, I don't think. I'll rethink a bit.

It requires a 2 card combo with only 1,3 options. That is very situational but not too situational.
Hence improving the versatility might be wise but it is sufficient.

It could probably be changed to have a minor effect on all other creatures. Nothing overly powerful, but maybe a slight reduction in attack, or hp. Or a short delay or something. What do you think?

Although delaying all creatures for a turn would not be minor it may be a good addition. This also might make it worth somewhere in the 6-10 :time range.

Alternatively you could have it only affect your creatures and then have it reverse time all of them. Reverse Time on one of your own non undead creatures is useful once in a while. This would probably be worth somewhere in the 5-8 :time range.
