Why not upgrade to the reverse effect?
I think it counts for rare because of the potential magnitude of the card.
So many abilities would cost zero!

The opposite of lowering costs is raising costs.
It's like Bloodshadow's Clear Nymph/Void Nymph- one upgrades to a reverse ability

I would actually just raise the cost by 1 for both and leave it alone otherwise, as I feel that the raising of the cost makes me think of or .

I think the reduction would be better as the upgrade because i feel it would be more able to use to your advantage.
I'll post an example when i remember what i was thinking of.

If it does not stack and only affects abilities only on the field it should be fine.

Activation cost refers to the quanta from using a skill either from a creature or permanent.
