Why not upgrade to the reverse effect? I don't understand.I think it counts for rare because of the potential magnitude of the card.So many abilities would cost zero!

It's like Bloodshadow's Clear Nymph/Void Nymph- one upgrades to a reverse ability Actually, Void Nymph makes the ability more effective with the downside being a higher cost.
Which would better as the upgrade the increase or the reduction?
