Say that a series is noted when a random event (usually extremely rare) happens several (at least two) times in a relatively short period of time (much shorter than the intuitive average waiting time), without an obvious reason for such untimely repetitions. In colloquial meaning the law of series is the belief that such series happen more often than they should by "pure chance". Why you believe this card is worth being rare?
With this spell you can choose which cards you or your opponent are going to draw for a few turns. I think it's powerful enough to be rare.

Why you think this card would be good as a rare?
It is versatile and can be used in various ways. Also It fit very well its element, Time.

A Rare? How can I get some?
If you draw 6 times in a row the same card (doesn't work with tower/pendulum) and win this game 3~6 Law of Series are add to the spin. You can use rewind to make it happen more easily^^

I don't see the use of the unupped one.  I'm not sure why it would be advantageous to have your deck be the one affected by this grouping.

Say you really want to draw Steals to ruin your opponent's day and you have 3 total. Then you'd be able to :)

Right, but then every other card in your deck would be followed by copies, hurting your chance of getting that Siphon Life you wanted or that creature you need or your Dusk Mantle stack that is now on the bottom,  etc.

It can be very powerful but you have to use it wisely. You have to play it with other cards, know your deck (and your opponent's) and which card was already played or you may have unpleasant surprises 
1) Rewind, Search, Mill and Shuffling cards would affect the order in a deck. Should all of those be rare?
Also Arctic Squid and Pharaoh do not. Should they be common?

2) So a good rare would be powerful but require thought?

My main point is that you are consuming all time quanta for a really risky move, whereas Miracle, Sky Blitz, and Fractal are objectively good in both their upped AND unupped forms.

The idea works perfect with Time's Sundial and Hourglass already, though its usefulness is really dampened by its unpredictability in which card will come up next. Time is all about control, almost every more can be kept in check. Rather than the randomness the cards will be set in, if I gathered how this card works correctly, what if you can target a card in your hand which will then be chronologically place onto your deck? This should allow more versatility in the card's use; who'd like to have all their pillars or pendulums ordered up?

To be fair to Mr. Fred, he said that it doesn't work with pillars or pendulums.  I do like your suggestion.  It would make the card more versatile and predictable.

However, my suggestion would be just to give the unupped card the same effect of the upped one and increase the cost.  I'm not really sold on the advantage of messing with your own deck would be if you're getting all of the copies in consecutive turns.

Hmmm, I am not sure about the strength of this card, but Furnerallaughter makes a good point. Perhaps if you made a different card that sent cards back to the top of your deck from your hand or field, this card would be very useful.

Try making a different card with the effect of:
A) Seeing the top card of your/both decks.
B) Returning a card from your field or hand to the top of the deck.
and then linking it to this one.  I have to say that the method of obtaining the card is very creative though. :)

As for your idea it is generally a bad idea to make a card that only works in conjunction with another card

and if you make it affect the field than it is almost strictly better than rewind

I agree with you and I changed the cards, let me know what you think of the new ones :)
