Noobiecakes for the idea. Bloodshadow for the name.
NOTES:
:time and :aether have never been the best of buddies (except for Anubis). Use #1: Allows :time to have some permanent control, plus great synchronization with Mindgate because you can copy the rewinded non-deteriorating (Sundial, Cloak, Wings, and Phase Shield are deteriorating permanents) permanent multiple times if used on your opponent's permanent. Use #2: Ever got that Eternity you really need to use in the early game to stall the opponent, then wanting to switch to another weapon? No worries! Use this card on your Eternity and equip another weapon in its place. There are many other ways to manage your permanents with this card. Use #3: Destroy those darn Phase Shields, Wings, Sundials, and Cloaks!

I was thinking permanent control for Time wouldn't be a bad idea, and I intended to make the cost near Explosion and Steal. However unlike those two, this one doesn't destroy or make use of the opponent's permanent. Instead, it can either hinder their draw rate, use for your benefit to copy multiple copies of, or helps you manage your own permanents. Anyways, I'm interested to know your reasoning behind a cost increase.

My reasoning is it allows the user to target their own permanents with "doom clocks" Thus effectively permitting more than 6 copies of doom clocked permanents. With sundial this is not a problem but it may be a problem with Phase Shield. 36 turns of invulnerability (reduced by 6 turns per PC of the opponent) is powerful when most decks are 30 cards.

I was afraid you would say that. :( Well, it was your comment that made me realize how OP this card can be if used on Phase Shields and Cloaks (Sundials not so much), and I'm pretty sure people would understand what permanents counts as deteriorating. 36 turns of Phase Shield and Cloaks. :O

Anyways, change the names and unupped effect. Is the cost fine now that it is not able to target deteriorating permanents?

I really think :time needs a PC card, and this one could be an interesting idea.

A sort of reverse time for permanent, it's quite balanced imo, and it prevents phase shield abuse, well builded.

The only thing I don't like it's the name...could we find something more...:time-related?

Oh, I forgot Wings! :P

Hmm, if I add the fast forward effect it would kind of ruin the theme, since this card is like disarming the opponent by using...uhh...Time, to force the opponent's permanents back to their decks. Rewinding and fast forwarding kind of don't mix. If you can find a suitable name that explains the rewinding of a permanent, and the fast forward effect, I'll consider it. The reason I'm touchy on this part is because Scaredgirl is always like, "hmm do this and that to make the card fit the theme and traits of <element> as much as possible."

I actually tried so hard to find a good name more related to  :time, and this is the best I've came up with.

Ooh, I haven't thought about 2 worded names and only stuck with single words. I'll start thinking in that direction.

As much as I like the name because it makes sense for the most part, but Time Hop makes it sound like the caster is hopping through  :time itself, and not manipulating  :time to fast forward/ rewind the permanent. This is a hard one. :l
