This almost supports a Fractal style rush, supported correctly.  A bomb or OHKO style deck with the extra draws to finish off with other cards.  I can't see any immediate strategies though, cause its most useful in the early game and it would be difficult to have it out and working by turn 3 or 4.

I don't think this can be abused.

Time simply doesn't have any creatures that spam well, not beside life.

I see, at most, a time mark life rush that rivals shrieker rushing, but people who claim fractal would be abused should try fractal frogs with time quanta thrown in there.

Another interesting problem with that idea:  You'd deck out.  Really /really/ quickly.

To make this powerful you would need:
Access to  :life and  :time (of course)
Lots of Quanta to spam the creatures you draw.

Easiest I could see would be
Yggdrasil (Combo piece)
Time Mark (Frees us some quanta restrictions)
Rustler (Life's current special quanta generator)
Ray of Light (Provide more :light for Rustler)
Frogs and Cockatrices (Creature spam)

This would be able to empty a large portion of the deck in one turn but has no control at all. I think only playtesting would tell if forcing the user to have  :life and  :time is enough to slow it down to reasonable.

it comes from Norse mythology.

On topic: I don't really like this card. Synergy doesn't really make sense, and not too terribly easy to pull of. mostly only good for a little extra help in rainbows.
