NOTES:
There is a 75% chance of the card played after the gecko have its :life cost reduced by up to 3. 
If the cards cost is 9 :life or higher the cost could be reduced by 3 (this applies to the nymph and dragon, basically). 
If the card cost is between 4 and 7 :life, the cost could be reduced by 2 (this applies to thorns, jade shield and bond). 
If the card cost is under 4 :life, the cost could be reduced by 1 (all remaining cards other than pillars/towers/pendulums). 
Due to the fact that you do not know if the discount will apply until you play the card, you must have enough to pay for the full cost of the card in order to play it (ie you cant assume you will get the discount and try to play a dragon when you only have 9 :life)

this helps build on life's good power/cost ratio.

and obviously this will not reduce the cost of non-life cards, as it specifically says it could save :life .  So not just any cost.

moomoose, I think I'm one of your biggest fans now.

EDIT: Now I've read it and I still love it. And love the humour in it, but the theme is a little questionable. As a gecko, why would it help you save?

It might be a bit different than what you were looking to do, but it would essentially do the same thing as you'd like to create. Also, I think it would be easier to make the card and use it in game.

Well the do mention saving time and money, but limiting it to :life prevents the effects from either stacking or being wasted (if they dont stack).  Being :life, there isn't that issue (its applied to the gecko if a gecko is played before it)

And that's a good question, I don't know how a gecko saves you time, money or quanta, they just do.

Problem is you'd essentially be looking to have the game engine store the information of the quanta banked to be used on the next availiable, qualified card played. Simply gaining the quanta when played will allow you to do what you want without asking for the memory space to be allocated. Only catch is, where you might bypass effects like Devourer/Pest, you'd run risk of losing the gained quanta if it's not used right away.
