Maybe OP with Miracle and Fractal?
I think, that quanta should be consumed (the "extra" quanta).

Yeah, additional quanta "consumed" by miracle and fractal shouldn't be refunded. I'm actually thinking about increasing the probability but varying the amount of quanta regained, capped at something like 9. If this is done, miracle and fractal won't need any special rules.
