Look, the entire card is overpowered. Your opponent doesn't play anything and lets you win, or he plays his deck normally and feeds you quanta, in essence letting you win.
I have a way better idea for the card. "Whenever your opponent loses life, you gain 1 darkness quanta for every three life your opponent lost"
There. Still the same basic concept, but now your opponent doesn't have to pick his poison, and he can counter it with healing, draining you of quanta and killing the permanent.
