NOTES:
Similar to a freeze, but instead of preventing the creature from attacking altogether, it just lowers its attack (the whirpool drained its energy, gradually decreasing its attack). Attack cannot go below 0. This is designed to take down Growth creatures using a Permanent, which is less squishy than an Artic Squid. Upped version may be a little OP.

I don't think this is OP at all.  It's not a lobotomize, so if this gets removed, the creature can use its ability again - hey, that's actually pretty similar to my Enchantress | Siren!

Like this idea.  In fact, I'm giving you karma - I don't usually run across people with such interesting, fresh, and well-balanced card concepts.

Not a fan of this card's ability name, though.  Maybe just call it "vortex"?

Yes it does, but it's renewable.  Thus it can lock out a creature's ability permanently, but only one creature at a time, and it doesn't remove the ability for good.  It's also cheap but doesn't penetrate quint.

Definitely not UP, and very faithful to Water's theme.
