Well, by my math:

4 Inner Party
8 Brotherhood (7 vanilla + 1 Winston)

Gin = +4 voting power...

If IP had both gins then the game would end - Root hasn't ended it yet so we should be able to assume IP has at most 1 gin:

8 BH vote on same IP target = 8 voting total
4 IP vote on one BH target and have used Gin = 4 + 4 = 8 voting total
--> BH loses the tie by rule.

--> NK of one BH

4 IP vote on one BH target and have used GIN = 4 + 4 = 7 voting total

Fair point, but I _had_ considered Propaganda but it is inherently RNG-y as the owner of it cannot know for sure they would be the next day's lynch target... unless IP knew they were going to fake-train their own member that had used Propaganda in a split-vote-wagon scenario?
