Disclaimer: I read through all of the threads at once and that's caused a big jumble of old and new ideas.  I also read most of SG's posts and a few other posts that seemed to be key.  So I missed some stuff.  I apologize if the following has been answered.  There's been a lot of work done here already.  :)

Some things I think are currently missing from the Rules thread presently:
  • Endgame is to finish the 10 quests.
  • How many players are allowed?
  • Deckbuilding restrictions (e.g. 50% your element a la War).
  • I assume the map is still not up to date because, for instance, there are only two volcanoes and they're right next to each other.
Overall the feedback I've been seeing is that it's on the complex side.  I'd hate to see players avoid WoE for this reason.  There's some places it looks like simplification might be additive:
  • Is it too late to propose players just duel whenever they enter the same hex or cross paths?  The battle stance thing seems well thought out but maybe unnecessarily complex.  That way there could just be one action per turn, with resulting duels (if any) to take place after.
  • If you wanted to get rid of what might be an overly complex Reputation system, NPCs could simply refuse to speak to you based on your level, your progress in the storyline quests, and/or Diplomatic Relations (see next point).
  • It didn't look like a ton of thought had been put into Diplomatic Relations.  Maybe it's as simple as the King controls NPCs in his cities and towns by setting Diplomatic Relations to suspicious (25% markup), peaceful (no markup), war (will not trade).
A bunch of miscellaneous questions:
  • Sounds like the price of cards is changing from 2 each to something higher.  Obviously you're working on that.
  • It doesn't seem like skills and level are related to one's pvp fearsomeness, except that both are related to wealth levels.  Is this intended?
  • Do different crafts require different sets of crafting tools?
  • I'm unclear on what purposes Wonders and Resources serve.  I also don't know what purposes different terrains serve.  Why would one want to burn down a forest hex?
  • I don't really understand sieges at all.  My understanding: if my element is not at war with aether, I can enter aether's city.  If it is at war with aether my only way to get in the city is to take it by force.  To do this I either need to attack their wall with my fist which will take 30 years irl, or I can use skills to learn how to use a catapult, knock down their wall, and beat all the garrisons in duels.  Is that right?
  • How do we fight NPCs?  Does a WoE Organizer PvP?  If it's the players of the NPC's element, do they get XP for winning?
  • Can I trade with two players, a merchant, an auction, and craft a weapon and armor all with one action if I'm in the same hex as all those people?  If that's six actions, there's gonna be a bunch of people sitting in towns rather than out dueling.
Again, there's sometimes value in a fresh pair of eyes but I'm a lot less informed than most so I won't be offended if some of this is ignored.  :)

I strongly recommend making an up-to-date thread, in order to help newbs or not-informed people about WoE main stuff going on (i.e. what's decided about the map, or skills, or the starter decks).

I saw this because it's my main problem when facing the WoE board, since I see lots of threads and don't know where to make a quick view of how the event is doing thus far.

This would also encourage the "others", who don't want to read tons of posts and have little participation in forums (maybe only for events), to help and give their point of view.

BTW, not my job, but:
How do we fight NPCs? Does a WoE Organizer PvP?
As I understood, yes.

Again, I'm not Scaredgirl, but I'll answer the ones I know about as best I can.

  • Endgame is to finish the 10 quests.
Doesn't need to be codified in the rules. This isn't set in stone and the writers have lots of potential ideas for an endgame.

  • How many players are allowed?
As many as want to play (potentially).

  • I assume the map is still not up to date because, for instance, there are only two volcanoes and they're right next to each other.
That's the map builder's job. The previously posted map was just an example.

  • Is it too late to propose players just duel whenever they enter the same hex or cross paths?  The battle stance thing seems well thought out but maybe unnecessarily complex.  That way there could just be one action per turn, with resulting duels (if any) to take place after.
Yes, because there are lots of reasons you would not want to fight someone.

  • Sounds like the price of cards is changing from 2 each to something higher.  Obviously you're working on that.
Yep. I believe the intention is to make this commeasurate with quest rewards and the electrum gain from tribute.

  • Do different crafts require different sets of crafting tools?
Quite possibly.

  • I'm unclear on what purposes Wonders and Resources serve.  I also don't know what purposes different terrains serve.  Why would one want to burn down a forest hex?
Quests. That's all I can say.

Yep. And you can bring your friends. Taking a city down is likely to be the work of a whole group of people working together. Trying to do it on your own is probably a mistake, no matter how fearsome you are and how many skills you have.

  • How do we fight NPCs?  Does a WoE Organizer PvP?  If it's the players of the NPC's element, do they get XP for winning?
You fight one of our npc team who will use the appropriate deck. You will probably still get XP for winning, yes, though depending on the situation you may take a reputation hit.

  • Can I trade with two players, a merchant, an auction, and craft a weapon and armor all with one action if I'm in the same hex as all those people?  If that's six actions, there's gonna be a bunch of people sitting in towns rather than out dueling.
I'll let SG answer this. It could potentially be a problem. We'll try to iron this out in Alpha and Beta, I suspect.

Quick clarification:

Players now have 3AP per round. However, Move is still listed as always being the 2nd action. Should this be changed to "last action", especially given the potential for changing the amount of AP a person has a turn?

Woah... this looks insanely awesome... with 1 problem.... I can't understand any of it.

I think it'd be helpful to add a begginer's manual kind of thing to simplify how this event works, because my head is still spinning from all these concepts.

My other suggestion is to put some  :rainbow creatures in the game or something.  It would be interesting, and it helps show that not everybody is aligned with some element (like the  :underworld elementals).

When does this start?  I want to see if I can join.

I agree in full. A beginner's manual would be incredibly helpful here. I don't even understand a lot of these concepts.

As for when it starts, that's still TBA

I think I understand almost everything that's most of the way decided, but if you don't get something you have to keep in mind that it's probably not finished yet.

I'll happily volunteer to write a beginner's manual. Once we've gotten Alpha out of the way and hammered out the rules, it should be more obvious which bits need clarifying.

So I was playing a pokemon game earlier, and stole got an idea from it:
Boxes and Appraisal

Boxes are items dropped randomly by a defeated opponent. They hold untold mysteries and are rumored to be sealed for all eternity to protect the contents. There are rumours in the Kingdom of Time about a certain man who lives in a house just outside the capital of :time.
<name of man here> is a wise, old, crabby man who lives in the mountains just outside the capital city of :time. For a small fee of 150 :electrum, he will perform a process called appraisal on your Box items. Appraisal is a sacred ritual passed down verbally from generation to generation. It is forbidden for anyone who is not involved in those generations to gaze at the sacred process of appraising......(more flavor text here, i'll leave that to the lore dept.)

(short version) old man who lives in mountains in :time kingdom can open your boxes for 150 :electrum

Here is the chat log, snipping out unrelated stuff, from just now:
[01:51:18] TimerClock14: so i just had an idea about the WoE items
[01:51:42] TimerClock14: kinda stealing stuff from other games, but who cares? :P
...
[01:52:40] TimerClock14: anyhow
[01:53:02] TimerClock14: so we have items, boxes, that you randomly find after defeating an opponent
[01:53:29] TimerClock14: these boxes can't be opened, unless you go to get appraisal for that box
[01:53:54] TimerClock14: appraisal, is simply having some wierdo with magical powers open the box for you :P
...
[01:54:16] TimerClock14: maybe in a certain element's capitol city?
[01:54:32] TimerClock14: *capital
...
[01:55:12] TimerClock14: we'll probably need to change the name of the process to avoid copyright problems
...
[01:55:31] TimerClock14: and maybe change it from boxes to.....something else
...
[01:57:15] TimerClock14: some names and words will need changing, but it seems like a nice little easter egg for the player
[01:57:30] TimerClock14: the only downside: someone will have to roll the dice :|
[01:58:35] TimerClock14: or, we could make it a coin toss?
[01:59:05] TimerClock14: say, if you win a battle 2-0, and you win the coin toss both games, you get a box?
...
[02:01:21] TimerClock14: oh yes, appraisal would cost a small fee as well
...
[02:03:51] TimerClock14: i'm thinking this should belong to
[02:04:12] TimerClock14: maybe as an NPC who owns a store, a wise elder of sorts?
...
[02:04:48] TimerClock14: "I shall unlock the secrets of that box, for a small fee.
[02:05:06] TimerClock14: <_< pretend there is an endquote and it's in italics
