This change, I would definitly say gives RoL hope a boost and traditional rainbows a nerf. Maybe we will start seeing titanium shields more often in rainbows now...
Depends how popular these become.  I did some testing, and they're still a pretty slow card and take a number of turns to overtake crawler in damage.   You'd have to build a stall around them to get the most effect.

For example, I think Toadfish should upgrade into Elite Toadfish or maybe Micro Toadfish ( 2 :water for a 2/3 creature with same ability-would need to be edited)

and then Puffer fish would be elite Puffer fish, and its unupgraded card would be ( 4:water, for 1/4)

This would make poison more acsessible for new players, and would increase the amount of cards in the game (GOOD!)

I agree completely.  It sucks that we can't get the unupped toadfishes effect in an upped format.  Image 8/4 or 7/5 for 5 :water cost with the infection ability for 1 :air.  Water could use that higer range attacker.  That's the card Neptune should have in its deck.

How do we get this suggestion to Zanz?

Water/Death duo with Chrysaoras and Poisons. :D Also, scorpions for those that don't like Water as much.

The non-stacking of puffer fish with adrenaline is quite frustrating. I made a deck with these for the upped slow rainbow tournament (I figured with all those stalls, a bit of poison would be nice, and it would give me some pre-scorpion practice). However, finding that my 4 poison per turn for 5 :water , 3 :life and 3 :aether (quint) gave only 2 poison per turn REALLY bugged me out. Should have gone chrysora's after all.
I wish I'd tried the trainer before upping those soon te be quite redundant puffers! GRRRRR  >:(

Now pufferfish cares not for your shield either and beats everything but Diamond and Hope. I really dont think difficulty of an AI deck should be important in balancing. I agree with you that Elidnis and Scorpio could become extremely strong after the buff, but then their decks should be revisited.
In normal, or PvP enviroment, new Puffers are strong, but definitely not over the top.

I agree. And I simply HATE this change. They wont be ever used for human players anyway.

I don't know, 6 purify, 6 SoG, and a perm shield would make a lot of stalling for a puffer to do its magic.

I don't know about that. Many rainbow decks will definitely need to be recalibrated if they put in a titanium shield. The :earth quanta is needed for pulvy's and now the :water quanta is not going to be used. Also i'm not so sure people would even change over since only Scorpio has a lot of copies of them. I know Elidinis has a few and i think one or two other FG's have a few copies.
