30%. This means it blocks 9/19 attacks, in theory, for a block rate of 47%. Can't forget the damage reduction either.

Has this shield been given a nerf recently - as in reduced chance to freeze?

Just played DM where I had shield out first round.
DM's 2nd round had 1 non-momentumed creature out.
12 rounds later there were 5 non-momentumed creatures (3 nymphs).
During this entire game not a single mob was frozen. Just a bad run of average chance?
The painful irony here is that if the AI had used perma instead of you in that match, all your creatures wuold likely have been frozen the entire time. I think the AI gets "help" on it's percentages  :P

Maybe that's what make it balanced? I remember back then when I still relied on Physalia, Physalia's low attack allowed it to survive and helped me so much. Now I throw them out of my deck, though, and I also get annoyed when opponent's Physalia are surviving my Permafrost Shield.
My idealized elements cycle:
Water -> Fire -> Air -> Earth -> Lightning -> Metal -> Light -> Darkness -> Wood -> Water
