Does it still have the base 30% that it used to?  Because if it doesn't -- if it's JUST 5% per damage dealt -- then this is a horrible card.  If its 30%+5% per damage dealt, it's awesome.

Ice Bolt now has a chance to freeze the weapon of a player damaged by it, in addition to the chance it always had to freeze creatures.

The freeze is always 3 turns long (regardless of upped/unupped), and the %chance to freeze a weapon is the same as it is for creatures -- 30% + 5% per point of damage dealt.  Because the effect targets a player and not a weapon, the freeze can affect immaterial/protected weapons.

Yeah that's true. It was always inferior to Fire Bolt, damage-wise, as a form of CC.
I think it's a good change
