I don't like this card, it destroys the creature spam decks and renders most other decks helpless. Why should water have the monopoly of such a powerful card?

I wouldn't say so, most decks can win with just 7 creatures. You rarely need more than that to win. Only FFQ and skeleton decks need more than 7 creatures to deal some serious damage (even :life spam can win with 7 creatures if played correctly).
Of course if opponent plays flood+aflatoxin you might be limited to less than 7 creatures, but it's your problem to prevent this (have some creature control that can target your creatures, or play only immortal creatures, or do not play creatures if you see a :water :death deck, just as you do not play low HP creatures if you see a :gravity deck and expect otys).

And if you play rainbow, try mutating skeletons/fireflys until you get a water or immortal one ;P

EDIT:
As a second thought, hope and fractal decks might also have problems against flood, but against any good deck/strategy there are decks that have little chance against it, as well as those that deal with it easily, so I don't see it as a sign of flood being OP. In fact fractal and hope are still really good cards even if flood counters them in most cases.
And I guess scarabs (both fractal and pharaoh ones) can deal with flood, because 7 scarabs or 6+pharaoh is good enough, and they can eat any surplus scarabs :P

Really, the danger is in a simple mono-Water combo: Flooding+Arctic Squid.  Talk about a creature lockdown!  The only problem is that this combo is vulnerable to creature control AND permanent control AND it costs 6+ quanta per turn to do nothing except limit the opponent to 4 (3 upgraded) active creatures on the board.  That's powerful, but it's really quite fragile as well. 

That said:

Mark of Entropy
6x Supernova
3x Improved Antimatter

10x Sapphire Tower
3x Arctic Squid
2x Inundation

2x Protect Artifact
2x Quintessence
2x Forest Spectre


...has the potential to be pretty damn brutal.  Quint one Arctic Squid and one Forest Spectre; Protect an Inundation and your Water Pillars; do a total creature lockdown by Antimattering 3 creatures, Congealing 4 with the Squid, and Inundating the rest away -- and let the Spectre do the talking.

Just a theory, but it looks good on paper.

I like the card and I don't think it's overpowered. If anything, it's very situational and vulnerable in my view. Not many decks win by spamming loads of creatures. Even then, the creatures are still able to attack before they die.
