The thing I still don't like about this is it completely destroys some deck strategies in one turn, while still not doing anything to a lot of other decks. (A lot like rock paper scissors.) To me, flooding could go anywhere, and you can't predict what it will hit, and it doesn't stay forever. I had a flood a week or two ago and we had to take about 3 detours to get home, but the flood was gone the next day. I'd like it to flood a random 6-8 creature slots for up to 2 turns. Or 1/3 to 1/2 of the unflooded slots.
