I think the upkeep has been dropped down a bit too much. Two Water Quanta per turn seems fine to me, though.

Of course, I've never actually used Flooding, so...

Interesting. Still not useful enough to be used, but now its not so outrageous to have a possibility in the future.

but i still think it's to weak .
once the opponent has 7 creatures you're dead most of the time so it's still a dead card to me.

hmmm as indicated by others, I don't think its the upkeep that is keeping people from using it.  Its the fact that its too situational.  Only decks that depend on a high number of creatures are weak to Flooding.

I think its time we see a card that gets a significant buff while underwater.  Kraken-type monster anyone?

That would be awesome but... It should be able to stay alive outside of the water aswell, else it'll hardly be used. And the buff has to be significant.

What if Flooding generated water quanta instead?

Even with 1 upkeep, or even with no upkeep, the card will still be underused. Since Flooding results in a huge pool of water, why not make it so that it generates by some method?
