I think the upkeep has been dropped down a bit too much. Two Water Quanta per turn seems fine to me, though.

Of course, I've never actually used Flooding, so...

*gets idea of weird trio with fractal and Boneyards and Ball Lightnings and stuff* playing of the mark makes it easier to use, but is it worth any upkeep at all? I don't know yet.

once the opponent has 7 creatures you're dead most of the time so it's still a dead card to me.

hmmm as indicated by others, I don't think its the upkeep that is keeping people from using it.  Its the fact that its too situational.  Only decks that depend on a high number of creatures are weak to Flooding.

I think its time we see a card that gets a significant buff while underwater.  Kraken-type monster anyone?

Actually, Flooding would become instantly a massively badass card if we just had something like "target creature becomes frozen forever" as a spell.  :)

What if Flooding generated water quanta instead?

Even with 1 :water upkeep, or even with no upkeep, the card will still be underused. Since Flooding results in a huge pool of water, why not make it so that it generates :water by some method?
