That just means Zanz hasn't added the title. It probably doesn't have a fortune too. Psion only got fixed in the last update. (the salvagers probably are in the same situation)

I built a deck... Aflatoxin, dry spell, skullshield, bone pillars and water mark. I used ice dragons as a quanta sink.
It worked like a charm.
Basically, I used 10+ cards in the deck to generate water quanta (afla+dryspell+SS)
It is just there is another way for that... called pillar.

Oh, yes, and I tried to use this as a regular mass CC card. Once.

Because 4 bolts can definitely kill, Dry Spell won't kill your main source of damage and mass CC as strong as the old thunderstorm is definitely going to win a game.

It's not the card that sucks, it's the deck, upgrade those Dry Spells and you can use them in the deck, but not now, you just kill your only source of damage.

I wish I could see more use for this card.
Water already has a lot of CC from freezing infecting. I don't know what 1 damage to every creature would do for yourself other than maybe getting 3-6 quanta. Which doesn't seem worth a card to me. Maybe I'm misunderstanding it or not seeing what it could synergize with...
