The winner of Round 6 chooses his own lieutenant. And if you win, yes you can choose to pass on general duties. You are not guaranteed to be lieutenant though.

I did mean war #2, and I guess it wouldn't matter in the element teams, because the trials require (are allowed anyways) upped cards
