What about newbies like me that can't afford upgraded cards?
Event are obviously optional in the case of upped/unupped. If you can do it then do it, if you dont then dont. Its not logical to force people top use upped cards, these event cards will have other special rules like no rares this round or similar. These special event are here to spice rounds up.
In any case there will always be an option for newbies to attend. The war is for fun and all battles will be with unupped cards for everyone with one or two exceptions and all master battles.

personal point of view:
If you intend to stay with he game and enjoy it you ought to have at least a few upped cards and you will probably be in the element that you have upped cards in. Only active players will be allowed in too, the Masters/Generals who makes the teams will ensure this.
