It worked like a charm in first war, though we always had 30 card discards and there were no 12 card conversion. It beats being forced to give a free win though, which was the prime reason of introducing conversions IIRC. Also, now when teams are forced to use full Vault, they might as well make Vault public.
Exploited is a big word. I'd rather leave some strategic decisions to team, even if they choose to "exploit" it and salvage in the manner to field less players. I see it as lesser evil than this.
The problem is bigger than that though. This isn't just a small exploit where a team might field one less player. It's completely broken. I'll demonstrate why.

Let's say I'm the general of team air and I decide that from the start I'm only going to have 15 air cards in my vault. That way, I'm the only one who ever plays. Starting with my 500 card vault, I could last for 17 rounds, without ever winning a match. I just sit there while the other teams eliminate each other.
As Memorystick said, your situation is impossible. It is also easy to put on some restrictions to prevent any possible extreme situation, just like we have a new rule of "illegal" decks now.
And as I said before, players doing whatever but actually fighting every match >>> players being limited in what they do, but also forfeiting every now and then.
Generals manipulated with discards and salvages in first war too. Its not the worst thing in the world really.

So what happens then is that the first 221 cards I discard are my air cards until I only have 29 left. At this point I still have 279 total cards, and can stall for 9 rounds without ever winning. Not quite as bad as before, but still a huge problem. I personally think this is far worse than the occasional illegal deck.

Note that discard being 30 doesn't mean an autoloss for this strategy either. I just have to run a deck that has more than 30 cards. With a conversion of 12, a 36 card deck is optimal, because each round I discard 18 off element cards and 12 air pillars/pendulums, then I convert 12 pillars/pendulums and I'm right back to where I started.

Fair enough. What do you think these rules should be? Current there is a rule to prevent this, and it's that you have to field the full number of decks your vault says you have to.

I think the easiest solution is a large/unlimited conversion to pillars/pendulums.

I think there is a slight error in Time vault size in the standings. I think we should have a -3 modifier instead of -6 for round 4, since Belthazar666 was subbed by our substitute, smokefree, so we salvage 3 cards from that game. All the remaining victories weren't subbed, so I guess the modifier should be -3

Round 5 was very important. Team UW did better than I thought. The competition slowly changes into an epically hard survival with 3 big players slowly emerging. I suspect one of them is going down next round leaving us with a big duo and I assure you that my team will do it's best to get into that top2.

We'll see the seeding this round. Provided RNG wont be drunk when spitting opponents, I think all 3 top elements will still have big advantage over the rest.

Also, seeing :death in 2nd place is just epic.

They gain a bye, meaning they'll only have one match. Having many players deployed doesn't help that much, you know.

Earth seems to be in a great spot IMO. They have 74 cards to make 1 deck of which 6 cards are upped. Very easy round for them IMO.

Death... i'm very uneasy with how this round could potentially turn out. 5 Masters, 2 lieutenants... ouch. Preparing decks for this round is going to be ridiculous.

And yea, this round is gonna be horribly ugly. Certain teams will likely be knocked out this round since the decks that are available to them for next round would be easily predicted since most of the decks that lost last round are totally eliminated from the vault.
