Just preliminary bets, I'll probably edit this a lot.

EDIT:  Shifted new masters down, and disadvantaged teams that relied on deck-out decks last war, that won't work as well now.  Also gave water a huge boost, it's ability to get more water pillars means it's main weakness last war is gone.

I'm still thinking elements with the easiest use of rainbow decks will have a giant advantage when it comes to rainbow decks.

Entropy, Earth, and Fire are probably the most powerful elements.  After that is death, because of poison and BoneWall.  Aether after that with Dimensional Shield and Lobotomizer.  After that it was more of "eh... this is slightly better."
