We were spending too much on stuff like war, when there are other issues, so the money is going elsewhere, like to fix the game.

Team sizes won't be reduced. But, there will only be 5 duels taking place each round. You can not play the same 5 for two rounds in a row, if possible. Op will be updated when I get back. There will be no further extension as players are still going to be bid on.

Two questions about Salvage and Discard

a) With salvage, say you already had the max 9 novas in your vault, can you salvage 6 novas, taking you to 15 which is more than your original off-element allowance?

b) Say it's round 4, so 20 discard for loss. If your deck only has 18 non-pillar/pend cards, do you discard the excess from vault? or are you saved those discards?

a) If it is the same as in previous Wars, the max. of 9 for off-element does only count for vault building.
b) WMs said you have to pay the remaining discard from your vault.

Originally the answer to this was "the 6 cards in the sideboard" but now rules should require some minimum of non-pillar cards in deck

The winning team salvages cards from the opponent's deck. The winning team MUST pick 6 cards to copy from the deck of the losing player into their vault unupgraded. These cards become part of the Vault

When salvaging cards into your Vault, you may choose to transmute them into cards of your own element instead. Salvaged cards may be transmuted at a two to one (2:1) ratio into any in-element card which you do not already have 12 copies of in your Vault, except for Shards.

Spoiler for Example:

Aether salvages 6 novas. They have 9 mindgates in their vault, so they decide to transmute all 6 novas into 3 mindgates

I think I get this, but just to double check - this means you can never transmute salvage into an in-element shard, but, you can salvage shards (regardless of element) from an opponent's deck, right?

To accommodate for this war's vault size, salvages have been reduced to 4 and discards have a rate of 6/9/12/15.
