In WM private section SG talks about not wanting to coerce randomness too much, as randomness creates stories & makes things less predictable

The key word there is too much. You can throttle randomness a little bit in the interest of fairness while still allowing plenty of chance and storytelling. For example, if a team faces multiple generals one round, limit them to one the next, if possible. Or simply limit it to two per round, if possible. Lots of ways it could be done.

That being said, I don't mind either way personally.

If we begin to manipulate the outcome of RNG, we're going to end up with predictable rounds and War will quickly become routine. I would take your argument to heart if this was the old War where Gens had 6 ups, Lieutenants had 3 and Soldiers had none, but right now? Really small difference between participants.

What's more scary when you face a general is simply the fact of be the head of the team, then generally bring the best out of your vault.
upgrades are important? Yes, however we all know that predictions and RNG are very ahead of ups, now one war with soldier no ups vs gen with 6 ups.. yes this be pretty hard...

Lt is assignable though, so it just means that you are forced to use the +2 ups boost at least once (this is a real problem only for a team fielding 2 decks imo)
