how about changing the upped limit from a flat amount of uppeds in a deck to the greater between a flat amount and a percentage of the deck size?
for example, you are allowed to have the greater of N and (0.025*N*decksize) uppeds,
with N being the default amount of uppeds you can have.

What if a deck could sacrifice uppeds to increase the sideboard size?
something like 1:1 seems good, though I'm not certain how valuable sideboard is compared to uppeds.

I think there should definitely be at least as many roles as team members. It'll make everybody feel 'unmissable' for the team.

Unlimited Shards - 4/5 - Sounds fun but this will be my first war.
Auction system - -/5 No prior experience
Roles - 4/5 - roles sound like they could be fun
Market - -/5 - Again no experience
Sideboards - 3/5 -Perhaps if they are posted before the games so that players know the opponents sideboard going into a match.
Upgrade amount - 4/5 Looks like it works for me
Soft bans - Not entirely sure what these will be. Depending it might make war more fun

I view market as the combined implementation of shards, elemental balance, & soft bans. So market & soft bans are the same

Yay war changes I might actually try one more war if new rules are implemented.

First roles the system is insane that was the first war I truly followed it allows for a more tactical approach especially is the role is fixed at the first round.

Second shards everyone who has been around a long time knows my opinion on the shards the cards are the spawn of Satan but in a controlled manner they do allow for interesting deck ideas.

third auction if it is bought back there has to be a way it doesn't drag on for weeks causing those who thought they would be active for war suddenly aren't due to time changes.I also feel there should be bans allowed for elements under no circumstances do I ever what to be on aether or fire I just don't enjoy the elements meaning I won't care so much about the war and there are other people I'm sure who share those kind of sentiments.

fourth Market is an interesting way to counteract the fact the late in war teams have limited chances to get in-element cards I feel the market should be open throughout war and instead of earning salvage for winning a team earn credits to spend in the market that way if they get a bad round and lose 50% of their in-element cards suddenly some elements have no chance of recovering from that kind of loss. However they should be increased prices put in place as you buy more copies of a card.

fifth sideboards are a tricky concept having an additional six card for every deck can make matches more interesting however if roles are bought back it is a kind of bonus for having that role the strategist from what i saw created the most interesting matches as you had to calculate in their sideboard as well.

sixth the upgrade changes seem strong bonus in element upgrades helps balance decks out a little maybe it works a little better as a role but I'm undecided about that

seventh soft bans what does this mean and that is a bad idea in my opinion a team is on its last legs and you ban the only chance they have of fighting back it would suck it would work best in my opinion as an event card or a role but not as a general thing.

1) I'm absolutely against shards, but if they cost a lot, it should be fine.

2) I know I said I liked auction in the past, but drafting seems better now that I've seen both, less time consuming.

3) Roles are awesome! I think there shouldn't be more roles than team members, too complicated, I'd say keep it simple, x members, x roles.

4) Seems interesting, we'll see how it goes. I also suggest the salvaging to be points that can be spent in the market (number of points gained should probably either be a fixed amount or depend on what the opponent had in the deck, like 6 times the average cost of all non-pillar cards)

5) I haven't had much experience with sideboards before, but it could be interesting as well.

6) I don't know about that, I just feel like it won't really make a difference.

7) Nope, don't like this one. Vault is enough of a limitation already.

After reading some comments... I feel like I should add that roles AND sideboard might be too much complicated for nothing too... sideboard was often OP and was given to more experienced players only as it was more powerful then LT... so I am really unsure about giving it to all..  maybe as a role ( a bit less powerful than what it was would be better... 2 or 3 cards change can already make a great difference like  PC or PA in/out of a deck) or try this as an EC for this war?  You don't want newcomers to be crushed over and over or worse... subbed by experience players from the start.

As for the market, I would suggest doing a dutch auction where the organizers keep calling lower and lower costs, and at any point teams may call what cards they want, if it's available. It goes on until everone has filed their vaults, but teams have got to be quick to catch copies of each card, which are limited.
My 3 game-modification principles:
1. If it ain't broke, don't wreck it.
2. Simple fixes for simple problems.
3. Remember to fill in the holes.

I feel that would make it very hard to build a decent vault need to effectively bid on your vault staples early seems counterproductive. I reckon a flat rate that increases if you buy lots of copies is fairer than having to bid on cards like dims that are styaple in every vault.

Unlimited Shards - sounds OK - it would certainly mix up the meta.
Auction system - Not sure since I only saw draft before; I guess it would depend how it was done, but I do think that people should be able to ban elements that they really wouldn't want to join.
Roles - sounds good, but they should be flexible, not fixed. My team basically dropped to me and Dragons by round 3 last war. If we had stuck to same roles, that could have really sucked (and that was my first war so I could have been assigned a less advantageous role that would have become a drag if I couldn't switch out). 
Market - a very interesting idea. It could help balance, but it does introduce a lot of change at once, so it could really mix things up. Again, it depends how it's done. I think the Warmasters will need bounce some massive STFU balls on the people complaining that card X is too cheap and card Y is too expensive....
Sideboards - This seems like a cool idea, but adds way more complexity.  Perhaps a smaller sideboard like 3 cards instead of 6 for this initial run (or make it a role as it was in wars past)?  You can change a whole deck strategy with 6 cards.
Upgrade amount - last war seemed pretty good, but the proposal is fine as well.
Soft bans - It depends how it's done.

i dont agree with this much, the more powerful elements can grab all of the better cards for high cost and still be able to last while other elements would struggle in comparison

And completely deny it, shards are in with no deck drawbacks

As for the rests, since the majority seems to think that Sideboards as a role is a better idea, that will be how it shall be done. As for the remainder of your questions, we will work on them and adress them shortly.

It's just all of us have been busy.
