In announcements you say that teams will be replicated from the previous round if they aren't sent in. This is a direct and easy way to avoid the "the same  person can't  be  rested two rounds in a row" rule

Many teams even now are probably ignoring this rule due to inactivity of players. I really don't mind if WMs start enforcing it, but I'm sure only a few teams can actually get a revolving set of 6 players.
When you play the game of thrones, you win or you die. There is no middle ground.

You don't need a revolving set of six to follow that rule. All you need to do is alternate two players to sit out each round, and keep the other four in constantly. No rotation needed.

WMs, has this rule not been enforced?

If you have 1 inactive player, it's just stupid to *e forced to put him in the team and take out an active player.

The rule was mainly to make sure every participant gets game experience. If a participant is not inactive/has technical issues, then he is not able to play and it makes no sense for that player to be listed in the matchups. On what J mentioned, if teams fail to give teams, they will be randomized, not picked from last round.
First player to become master of 3 different elements.

What about permanent replacement, then? If the pool of active initial applicants isn't enough, then maybe allow others who are currently active and might interested to be switched in?

These aren't just my sentiments, but are a collection from quiet a few people I've brought this up to. I'm sure you've all been noticing a trend where a few particular teams have been subbing their teammates' games like there's no tomorrow, usually with the general or the most veteran players as well. While I'm not suggesting teams are doing it on purpose in order to boost the probability of winning a match due to skill (though there's a positive correlation to newbie players and who are being subbed out), this at the very least creates an unfairness to their opponents - Newbies will make more mistakes in playing their decks, and part of War's spirit is integrating newbies into competent PvP players with the mentorship of the general and the veterans on the team. Thus, this incessant subbing is getting ridiculous; there literally were only 2 players on a team playing all 5 of the team's matches at some point.

With all this in mind, teams who don't sub (my team, in fact, has not employed ANY subs this whole War up till this juncture) can be disadvantaged and punished because their opponents are allowed to sub freely without sanctions. What I, a few members of team Air, and individuals propose is that if a team employs MORE THAN 1 sub per round, the subbed individual will receive no salvage for the win. And if they lose, they discard 1 extra card.

Inactive players is not an excuse. It is a general's responsibility to ensure teams are active and if not, arrange with a WM about getting a replacement.

3.4 INACTIVE PLAYERS
If it looks like a member won't be able to fight during a round, the team has various options:

1. Temporarily replace a member with any other member. Temporary replacements use the same exact deck, number of upgrades, and mark as recorded for that player. The first substitution each round is free. After that the opposing team chooses how much salvage you receive (up to 4) if you win the match.
2. Permanently replace a member with a player who submitted an application but didn't end up on a team.
3. To permanently replace a General (as leader of the team), every other member must agree that the General needs replacing and a consensus must be reached on who the new General will be. Warmasters will remove the General from the team at no cost. If a new player needs to be added, see above.

Note that a substitute may not use ANY cards the player they are replacing does not have.

Just make it a common trend to do so. Alternatively, you can just halve their salvage. or just win all your matches
