One factor: Simulations were telling us War would be too many rounds. This EC is our attempt to appease our robot overlords. The EC's theme was chosen before this factor arose

... but WAIT!  The event's basic rules already have such "penalty for losing" built into it.  This event card just comes across as "doubling down" (I know, it is not quite full double loss, but I digress) losses right out of the gate as teams are getting rolling in the event for Round 1.

If this is the event card, then this is it and we'll make it happen.  However, the displeasure being voiced is not so casually dismiss-able by a "just win and it isn't a problem" statement.  <circularly refers back to opening statement about War already being built with rules that punish the losing teams>

Event Cards have various effects. This one rewards relics for wins (or losses if you bet that you will lose) and punishes losses with discards. I'm personally okay with that, but you are welcome to voice your displeasure with it.

Team A bets that they win 2 lose 4 and Team B bets that they win 0 lose 6. The result will be 3-3 and none of the teams win the bets. Or will one team always win the bet?

this is example is correct. You do not have to bet on yourself to win. And you are only betting on your team's matches (so 6 bets in total), not ALL matches.

not gonna happen. Discards are only 9 this round and vaults are currently huge. If there was any time to use this card, it's round 1.

By betting the minimum, the worst case scenario is you suck at predicting and lose 18 cards (less than 5% of any vault) in addition to the cards gained/lost through salvage/discard. Best case scenario is you predict all 6 correctly and you gain 6 relics without losing additional cards.
