Let's say your team has 3 relics, but 4 teams want to attack you. Only 3 teams are allowed to attack you because you only have 3 relics, so the 4th team will then be forced to attack the team that has the most relics.

just to clarify. in fire support team , player A is defending, player B attack Air. Fire support team has 3 relics and are attacked by three players. player A will have 3 matches while player B will have one is it?? or they can each play 2 matches each
Who plays who, and how many times a support team member plays in a round is entirely determined by the warmasters. Your question has not been "directly" addressed yet, but I would imagine that the warmasters would likely spread the love since having to schedule multiple battles within a couple days can be rather difficult depending at times.

I think the OP explains this sufficiently, and this is also answered in the Q&A. The short answer is that there is no limit to # support players. But it depends on 2 factors.
1. The number of applicants. If we go by the # of apps last war (130ish), there would likely be 5 support team members per team. However, the number of war apps has declined recently, so it could be fewer this war (or more
).
2. How well your team is doing. When you are not able to field a full 6 matches, then the extra player joins the support team.
So, let's say there are 130 apps, which means 60 players will join a team as an active member, 60 of the 70 remaining players will join in a support role. Thus giving 5 support players per team initially. Now let's say it is late in war and your team can only field 1 deck, then you will have 10 players on your support team. Other teams may be able to field more active players, which means they would have fewer support than your team.
