There are just some shards that totally break the meta (:air :gravity :death :water and maybe :fire :time) while other shards are relatively weak (or just useless in war) due to needing a certain mark or cards. Mentioning every element can use every shard doesn't solve that, as you must still have at least 50% in-element cards while some shards restrict their full power to their own element (e.g. evade targetting for :air ...). How could you, not being Air, use the most OP card at least with the same power like Air can? And SoI... seriously, with :earth being forced to bring at least 50% in-element-cards, their Golem-deck will either be very RNGy or lack power/control. No way to compare this with other shards.
Put in shards unrestricted? Congratulations to War #9 winner: Team Air.

Restrictions in shards, however, could work, but they have to be calculated very good. Just making ECs doesn't solve the problem that some elements can make much better use. The best way to introduce them restricted is hand-in-hand with other restrictions due to what RootRanger said, and can make the War much more enjoyable.

However, my opinion for now:
Shards are for PvE, gaiz don't do this to me. Plz.

What I was proposing is something like this.

Right after Trials, all the Generals vote on, say, 5 cards they want to see banned. Then, the 5 cards with the most votes are banned from the next war. This would change up the metagame and give the weaker Elements a better chance to do well. If any of the shards are too powerful for war, they will simply be banned in this process.

We've had 2 of the 12 Elements win 6 of the 8 wars. It's time to even things out, and it's not enough just to allow shards.

I suggested an idea to ban cards in the previous S&F, but was rejected, but I like the idea, looks a bit like trials
I think that  :life :light :time :darkness deserve their respective shards allowed, or a new classe (for example "hero") that can use shards but only 3 times in all war. The team can choose when the hero will use shards.

My idea for a shard role was something that would allow that player to exchange 2 upgrades for 1 shard. It was designed for 3 base upgrades, though. 6 base upgrades would be better with a 3:1 ratio instead.

Love the idea, would just add that a team cant lose more then a card this way..you don't want aether to lose fractal AND dims for exemple.

Ban the cards the 'weaker' elements use to even have a chance of being viable?

We should just ban Steal and Explosion since the majority of the other elements don't have PC.

A ban on a card like Dimensional Shield would hurt Earth and Gravity a bit, but not nearly as much as it would hurt Aether.

A ban on a card like Fire Bolt would hurt Fire and barely even affect Earth and Gravity.
