so posting to throw off people just because of this...

Keep in mind that you can still post a card even if your team doesn't have any Voodoo Dolls, because if you do not post a card, that tells other teams that you have no Voodoo Dolls.

Technically they can yes. But that's also possible through salvage, and it was possible with the propaganda bonus iirc.
