People that want to enter PvP events but not card design events play war. People that want to enter card events but not PvP events play card design events. If someone wants to enter both, they can enter both. There's no need to ruin war to give people something they already have.

I'm perfectly fine losing war because the other team had better players. I'm not bothered if I lose war because the other team built better decks.
But losing war because the other team got more people to vote for them would make me angry.

While I feel Rootie's sentiment, I'm fine with it as long as the bonuses are small. The example bonuses, for instance, are way too significant. 1-2 upped cards would be fine, imo. The problem with keeping it low-key is making it exciting enough to motivate the support team, so in the end I'd much rather keep them separated.

The current War system is already incredibly large and lengthy, arguably too much so of both.  Adding even more to it and turn an event that is already rather vast in scope and time into something even more may not be the best option.  While theoretically it might be a great idea, I think the practical reality is that the timing of trying to combine these is wrong.  There are still too many moderate-to-major issues with just the current War system that need to be resolved before we should focus on trying to add more to it.

I think we don't actually need a way to add more active players into war, because we are still suffering from inactive people in the real fighting, so why add more people if we already have the most active people (at least, that is what it should be) and even those aren't enough to fill a whole war.
Also, as Higs said, with rewards too high, the side events will be able to decide the war on their own, but if the rewards are too low, it won't keep people motivated, which leads to even more dropouts.
