Last War we had 360 cards for 6 players, enough for 2 30-card decks.  This was without any bidding.  Then SG added 40 cards to bid on people or about 8 cards for 5 people (8*5=40 cards).  That would leave 360 cards left to make your two 30-card decks.  Now we have only 420 cards (which is just enough for 7 people to make 2 30-card decks).  So now, we actually don't even have enough cards to make 2 decks for everybody after bids.
