I don't see what needs clarification... It should be pretty obvious. You can only use your team element, personal element, or match element when building your deck. So you have three elements to choose from.No more than 2/3 of your deck can consist of one element.

i not sure i understand this fully, does this mean we can't do mono? and that we have to do dual decks? i don't like that rule too much, since that ruins the whole thing. many decks are monos and now you can't use them. And it makes it a whole lot harder to make deck because you need to make sure you have that 66%. i think it should be changed or tweaked.

it seems he answered your question. You can't have monos, only 2/3 of the deck can be one element. There are three elements to choose from, team, player, and match, and you may only build duo / trio decks. This rule essentially is the PvP event, so getting rid of it isn't really an option.

It won't be tweaked. This is the format this type of event will be in. Yes, it means you can't use mono decks. You must either use a duo or trio. With three elements to choose from in each match, there are many, many different decks you can build in each one. The point of this event is to test your ability as a deck builder.

Edit: Slightly ninja'd, but you're getting it from the horses mouth anyway.

Edit2: One rule I would be willing to change: should decks be changeable during matches? I made it so you couldn't just so match reports would be simpler, but I'm thinking about letting yall change decks mid-match to emphasize deck building.
