Overdrive and mitosos are both active skills so you can only have one at a time.

Mh, right, the 1 bonus on play. Maybe switching some pends to pillars.

Let's do a QI:

:
6x Scarab 2x
2x Hourglass 4x + 2x for overused active skill
4x Mitosis 4x for overused active skill
= 38 (best with ~6.3 Towers)

:
3x Bond 4
4x Mitosis 4
= 28 (best with ~4.6 Towers)

:
Uncertain, add ~5 Pendulums to be sure to draw a card once in a while.

So for this deck, you would need 5 Time Pendulums, 3 Time Tower, ~4 Gravity Pendulums and Life Mark.
: (38-8)/5.5 = ~5.5 (would drop to ~4.5 with another Time Tower if you feel is still too low)
: 28/5.5 = ~5.1


Edit: my calculator sux xD - Quanta is 40, not 38.
