The strategy is rather simple; use Schrödinger's Cats to generate Skeletons, and use Reverse Time on them.
It tends to be rather slow to start, but it's quite fun and effective when it works.

I tested this deck and figured some things out. It's really fun to use, but it is really slow, so I wouldn't recommend it for a higher league than AI3.
The first thing I noticed was that you are generating a lot of excess :time quanta and Eternities clog your hand. Instead of Fog Shields, I put in Bonewalls, because cats help them to grow, but you can use Fogs if you are attached to them.

I didn't balance the quanta, because i've got other stuff to do, but you can try tweaking it if you want. :P

Yeah, the reason that I wasn't using Bonewall is that it's rather expensive and this deck is already quite quanta-strained. It would probably work if you drop the quantum pillars, but then you lose out on any abilities the RT'd skeletons would have.
