So what's the intended opponent here? AI3, AI5, T50, or PVP?
I'll assume that you're building for AI5 or PVP here, since you have PAs for your Phase Shields.

0.75 -- much too low
4×1 (Pulverizer) = 4
2×6 (Enchant Artifact) = 12

Mark of Earth = 1
16/1 = QI
16 -- way too high
6×6 (Dimensional Shield) = 36
3×1 (Lobotomizer) = 3
2×1 (Lobotomizer ability) = 2
13×6 (Phase Dragon) = 78
36+3+2+78=119
16 Pillars = 16
119/16 = QI
7.43 -- a bit too high
Let's try to fix this up, shall we?
First, remove the Pulverizer -- it uses up too much quanta and makes the deck a clunky trio. Lobotomizer is a better weapon for the deck since protected Phase Shields still lose to Momentum (which Lobotomizer can handily remove). Then, the Gravity Pillars can go away too. In its place, we'll add a second Lobotomizer.
We'll also slim the deck a bit by losing one each of Enchant Artifact, Phase Shield, and Phase Dragon.
Now, let's fix the Pillar count. We'll want QI to be somewhere around 5 for each element to maintain efficiency.
We'll change it to 2 Aether Pendulums,
2×5 (Enchant Artifact) = 10
2×0.5 (Aether Pendulum) + 1 (Mark of Earth) = 2
10/2 = QI
5 -- just right
6×5 (Dimensional Shield) = 30
3×2 (Lobotomizer) = 6
2×2 (Lobotomizer ability) = 4
13×5 (Phase Dragon) = 65
36+3+2+78=105
2×0.5 (Aether Pendulum) + 17×1 (Aether Pillars) = 18
105/18 = QI
5.83 -- just about right, might be a little on the high side
