I have to say, I think it's a bit silly to complain about things like "This tourney is going to be boring/monotonous because I'm going to see a lot of [insert deck that you think will be abused because it has whatever advantages]," or "I can't use my regular deck." Really, the whole point of these special-rule tourneys is to be on your toes and out-think your opponents. You think a certain deck will be dominant? Make one that counters it. You think a lot of people will think of a counter? Think of a deck that will counter that one, and so on. It's good to have your own speculation about things that will be overused, because then you actually get to fine-tune your deckbuilding skills by making different decks. The winner of the tournament usually isn't the one that uses what everyone else is using; it's usually the one that is a step ahead.
In regards to the latter complaint, if you really want to play whatever deck you want, just go play a random PvP1 or PvP2 match. Or just wait for when there's a random unupgraded/upgraded cards tournament, which comes around every so often.
I like these tournaments with special rules; as it is, I think the rules are fine. As was said before, having the rules at banning cards with 6+ quanta leaves things open for a different tournament (a more cheapskate kind). And besides, if you change the rules to banning cards with 5+ or 4+ quanta, I'm sure people will think of decks that that will be "overused" for those rules too.
