You probably can not and to be honest, I don`t see any reason why would you change the mark if you can`t change any card in the deck.
Any of above 12 decks  would be very bad if not unplayable if you would change the mark and leave all the cards in the deck.

Use any legal account you want to. 'Course, not making more is a good thing.
And yes, you always can unless specified otherwise.
