Having upped tournament with a pre-determined card list would mean we would have a total of 6 players joining.

First tournament of July will be an upped tournament.

Can you give a ballpark estimate with how many distinct cards we'll have to work with? Are there restrictions on how many of a card we can use?

The idea is that restrictions come as a total surprise. This is why I am not going to release any information until 15 minutes before we start.

Anyway to extend this to like a half an hour for us folks with really slow computers.  It takes me like 5 minutes to load a deck when I already HAVE the import/export code and cards. 

Going to the bazaar, (loading loading loading...), then switching to the elements i need to buy cards for (loading loading loading...), then going back to the manage deck screen (loading loading loading...), then trying to build my deck is going to be a very time consuming process and I didn't even add in time to actually think of an idea yet :).

Doesn't say anything about not being able to use more than one deck. As long as both decks only use the cards from the given list, you should be fine.
