Yes. All tournaments/wars/etc which have card databases are games that are on the forums, using the game itself as the method of competition. They dont have any effect on the actual game, other than the winner getting an in game code for a nymph/mark card.

if we don't have enough money or cards at the time to build three decks, can we still join?

I would personally recommend saving a whole bunch of Electrum over the next few days and just buying the cards that are offered at the tournament.  Be quick about it though, you only have 15 minutes to do everything.   ;)

You don't have to switch decks in this tournament. So, while you might be less competitive, you are allowed to just use the same deck over and over.

If I was a betting man, I would put my money that one tourney will have Lucierin and Hope, but not have Firefly or Firefly Queen.  What kind of odds can I get with that, like 1/12?

Getting pumped to build some crazy un-orthodox decks!

Then you'll forfeit.  It's best not to enter this tournament if you don't have sufficient electrum.  So, if you want to compete, I suggest you start grinding like crazy starting...now :)

Then it may be time to alter where your focus is if you want to compete in the tournament.  In other words, you may need to stop grinding in order to upgrade cards and instead grind to complete your card list.

I'm in. My deckbuilding skills are not that bad and I have a decent card pool. However, it's going to be my first time in a tournament so should I know anything else other than what has been stated in the OP?

Brackets will come eventually, and you will definitely know when they are made.  Also, when you find out who your opponent is, it is common courtesy to PM him in chat rather than exchanging information publicly in chat.
