Does the mark need to be the same element as the cards in the deck?

I don't believe so.

"Players can only use non-upgraded cards. Upgraded cards are not allowed. Players can only use mono-decks. Mono-deck = a deck that has cards from only one element (+"other"). *All marks are allowed.*"

Although it's worded ambiguously, I'd take the statement between the *'s to mean you can use any mark of your choosing.

So, if we have a mono-gravity deck, we can have a fire mark? Just an example.

Yes. The only requirement is that all cards are the same element or non-element type.
