It's a forum meme. Not sure exactly how it arose, but it's some combination of Armagio and Armadillo that shows how much we love it. :)

Why is phase shield allowed?

Imo, it's more powerful than unstable gas.

Because most of the damage in duels will probably come from catapults. Because a user's deck must have at least 26 :gravity cards, and momentum will most likely be used.

The bolts (ice included) are banned more because of their use in stalls than their CC-capabilities whereas Freeze/Shockwave are not, and they could, in the end, be considered the only CC that would work on an Armedilgo-only Tournament. Hope it answers your question :)
