I am given the understanding that a fully upgraded deck can be used..

yes of course a fully upped deck is allowed.

2 of them must be different. what does that mean? that I must have at least one car type A and another of type B from picklist? Can I use 1 card of type A and 5 of type B?

Yes, yes.

As said in Sub's post in the first page -

This means that you can use for example 2 Stone Dragons and 4 Colossal Dragons, but you can't use 6 Colossal Dragons without including any other cards from the Picklist. You can use more cards than 6 from the Picklist, for example you can use 6 Colossal Dragons and 6 Stone Dragons in the same deck.
