Special Rules

• Upgraded cards and shards are allowed but not required and with restrictions.
• Every player must declare an element before tournament starts.
• If the deck does not include any Shards, you can only use cards that come from the declared element with EXACTLY 6 off-element cards.
• Shards can be used with restrictions:
  Only unupgrade Shards are allowed.
  You can only use 1 type of Shard in a deck.
  Your deck must include 18 unupgrade cards, AND
  For EVERY Shard from Group A you need to include 3 extra unupgrade cards in your deck.
  For EVERY Shard from Group B you need to include 2 extra unupgrade cards in your deck.
  Shards from Group C are banned.

It says you need 18 unupgraded cards, plus the number from shards: 18+3*6=36. Where did the 24 come from?

It also implies when you are using shards, you don't have to use 6 off element cards and NOT necessary you have to include 6 shards. Even one is enough. AND the rule say 18 UNUPGRADED as base then PLUS how many shards you want to use (depending on A OR B) , you need to add the no. of unupgraded cards accordingly
