This is one of the easiest tournaments in terms of NOT fielding an illegal deck that I can remember.  Perhaps some of the speedbuilding tourneys rival in simplicity, but building decks FAST for those result in a few illegal decks.
Step 1:  Do not use any of the five banned cards.

Step 2:  Use Vine's tool link to check your deck's summon cost.  If X = deck cost then deck code must result in 40<=X<=60.

Step 3:  Use legal decks only as described in steps 1 and 2.

Most recent tournaments are just looking at a list of allowed or banned cards, which is the same thing here as here, just without an extra step.

Good for the TOs because less work.

Known to be effective. Average to low cost on most components.
I'd wager you could pull off a 40 card version pretty easily (which should be large enough to make effective stalling).
I'm pretty sure I can find a lot of others.

Can we please please PLEASE start having these topics _locked_ for posting until start of tournament?  This sort of post is even WAY over the line along with "Is <cardnamehere> allowed?" and "I cannot believe <cardnamehere> is allowed - it will be a meta breaker!" and the more obvious "Xxxxxx deck will dominate, build it like this ________".

4.5 - Posting about Tournaments
Please don't post discussions on the forum regarding the metagame or decks for the upcoming tournament. Also please do not post or give away tournament decks while tournament is still in progress. Violating this rule will lead to a warning. Feel free to discuss these topics all your want after the tournament is over.
